With 15 percent of statewide precincts reporting, Proposition 14, the ballot measure that pushes for an 'open primary' system throughout California, has passed, according to the Los Angeles Times and Sacramento Bee.

Proposition 14 will create primary elections for state and congressional races that will allow anyone, regardless of political affiliation, to vote in a given contest. Only the top two of that primary will move forward to the general election.

The Democratic and Republican state parties strongly opposed the ballot measure, as well as leaders from the Libertarian and Green parties.

Governor Arnold Schwarzenegger and Lieutenant Governor Abel Maldonado supported Proposition 14.
