Pavan Agarwal Is Taking AngelAi Into Japan, El Salvador, and the Middle East

AngelAi®, the AI lending platform built by Pavan Agarwal’s technology company Celligence LLC, is expanding beyond the United States.

Agarwal is directing the platform’s entry into Japan, El Salvador, and markets across the Middle East, where financial regulatory systems differ from the one AngelAi was originally built for. The expansion follows years of operation inside the U.S. mortgage market, where the platform has facilitated more than $40 billion in consumer finance across more than 210,000 transactions.

Moving into new markets requires more than translating software. Mortgage lending is governed by different legal frameworks, documentation requirements, and regulatory standards from one country to the next, and Agarwal has said the international rollout is being approached with those differences in mind rather than treating overseas markets as extensions of the U.S. lending system. AngelAi’s underwriting decisions are built on a deterministic architecture, meaning the same input produces the same output every time and every decision can be traced back to the data and regulation behind it, a structure Agarwal has said will need to adapt to the specific regulatory requirements of each new market the platform enters.

AngelAi currently serves more than 408,800 registered users and operates in more than 100 languages, a capability that positions the platform for markets beyond the United States. Agarwal has said multilingual support was built into the system from the beginning rather than added later for international expansion.

Originally developed and tested inside Sun West Mortgage Company, Inc. before its commercial launch in 2019, AngelAi reflects years of work inside an operating national lender. Agarwal also serves as CEO of Sun West, which operates in all fifty states, Puerto Rico, Washington D.C. and the U.S. Virgin Islands, and serves as a Ginnie Mae issuer, servicer and master servicer, the operating environment where AngelAi was first developed and validated before its international expansion began.

The expansion also carries forward practices already in place domestically. Sun West operates under a no-additional-overlays policy, evaluating every applicant against agency lending standards without adding extra requirements, which the company says has produced a decline rate for minority borrowers at approximately half the national average.

Angel Twin LLC, another company led by Agarwal, fits within the same broader roadmap. The company is developing personal AI identity technology intended to work alongside blockchain, aimed at supporting people who have never established traditional banking relationships. While AngelAi and Angel TwinTM serve different functions, Agarwal has described them as complementary parts of one financial technology ecosystem, a roadmap that also includes credit repair, financial planning, wealth management and retirement planning as AngelAi matures beyond mortgage lending.

Agarwal’s work has drawn recognition from HousingWire, which named him both a Finance Leader and a Vanguard, and from the Forbes Business Council, which he joined in part for his work on fair lending and AI development. He has framed the global rollout as part of a broader effort to extend fair access to financial services beyond the U.S. market. Citing the 1.3 billion adults worldwide who remain outside the formal banking system, he has said those populations should be considered during the design of new technologies rather than after they have already been left behind.
