Isai RochaLos Angeles Public Health has identified the 10 county communities with the highest 14-day average of positive COVID-19 cases.
The average takes into account not just the total number of positive cases, but an adjusted rate per 100,000 residents in the area, from October 24 to November 6. The Los Angeles communities with the highest COVID-19 cases also had to have a population of at least 20,000.
At the top of the list came Lancaster, with 338 positive COVID-19 cases per 100,000 residents and 6,492 overall cases.
Downtown L.A. had the highest number of COVID-19 cases on the list with 49,773 total positive cases, but the average of 288 cases per 100,000 residents put them at 6th on the list.
The downtown ranking comes despite the community being 89% vaccinated.
“While every week there have been small increases in these numbers, in all, only 1.3% of fully vaccinated people in L.A. County have tested positive,” Public Health Director Barbara Ferrer said in the briefing. “We keep adding more people who are fully vaccinated and we also continue to see slightly higher numbers of people who are fully vaccinated with an infection.”

- Downtown L.A.
- Stevenson Ranch
- Venice
- West Hills
- Willowbrook
Public Health went on to point out that nearly 6 million people have been vaccinated in L.A. County with 1.26% (75,249) of them testing positive for COVID-19, 0.042% (2,538) being hospitalized and 0.007% (422) of dying, as of November 16.
