L.A.'s civil servants are a hearty and sometimes entitled bunch.

Take John Dancler. He's a parking enforcement officer who was caught on tape fondling a porn star for an impromptu adult video shoot next to a city vehicle.

He wants his job back and was taped testifying before a civil service hearing recently by NBC Los Angeles:

The upshot is that he doesn't say It wasn't me or I didn't do it. Rather, his lawyer says the incident isn't egregious enough to warrant ending a 23-year career with the city.

Dancler, in fact, claims a certain victimhood here. Because when porn stars come knocking, you're vulnerable. (As a guy we can attest that there must be a little truth to this: It's like offering candy to a baby.) He says:

It was surreal … I was caught totally unaware.

He was innocently responding to a backup call in 2008 when he was attacked by the adult video vixen.

And, in these situations where a buxom blonde beckons with an offer to allow you to fondle her in public, the only possible choice you have is to grab it like it's the brass ring:

I complied with actually touching her breast.

Poor guy. He also spanks her ass. Dancler admits …

… it wasn't the best thing that I've ever done.

Oh, don't be ashamed, Johnny. You should be proud.

It's not yet clear how it all turned out. But the chips were stacked against Dancler.

An outgoing parking enforcement chief testified that it was “unbecoming conduct.” We disagree. This is L.A., and porn's a multibillion-dollar business here.

At a time when the mayor just approved a law that will require condoms to be used at on-location adult video shoots, City Hall needs to reach out to this industry in kinder and more productive ways.

Dancler is a bridge-builder. Frankly, he's a hero.
