A new plan forwarded by the Los Angeles Department of Water and Power's board of commissioners will add a day to the city's two-day lawn-irrigation limits, letting residents water lawns three days a week instead of two.

The plan, in part, is a reaction to a study that found the city's water rationing schedule was to blame for burdening underground pipes that burst 101 times last summer. The new deal still needs to be approved by the City Council, but it was the council asked asked for a third day of watering.

The plan would allow those in odd-numbered addresses to irrigate on Mondays, Wednesdays and Fridays; even-numbered addresses would get Tuesdays, Thursdays and Sundays. Watering would have to be done before 9 a.m. or after 4 p.m.

Additionally, sprinklers and bubblers could go on eight minutes a day or 24 minutes a week. “Conserving nozzles,'' such as multi-stream rotary heads, could be used twice a day, 15 minutes a shot, for a total of 90 minutes a week.

Garden hoses with shut-off nozzles could be used any day before 9 a.m. or after 4 p.m.

Who's going to police all this regulatory arcana? Why no one, of course.
