L.A. City Councilman Dennis Zine opened a can of verbal whoop ass on Justin Bieber after he spotted the pop star speeding in Sherman Oaks this morning.

Biebs got a speeding ticket for driving in excess of 65 miles an hour on the southbound 101 freeway near Coldwater Canyon Avenue, California Highway Patrol Officer Ming Hsu told the Weekly.

… about 10:45 a.m., the officer said. L.A. City Councilman and LAPD reserve Officer Dennis Zine (a.k.a. “Super Z”) called in a “reckless driver” report, it would appear, the CHP officer says.

The traffic stop was made off the freeway, on Vineland Avenue, Hsu said.

Zine told TMZ that he came across Biebs speeding at more than 100 miles per hour in his chrome Fisker Karma as he was being chased by paparazzi.

The councilman, who was a motor officer for 18 years, said the singer should have been arrested:

Bieber was driving like a maniac. He was weaving in and out of traffic. There was hardly any space between cars as he weaved from lane to lane. … If I was on patrol, I would have arrested him for reckless driving. I was going 60 and he drove by me like he was in a rocket ship. He was a maniac.

Actually, cops could have seized his car if they cited Bieber for multiple violations such as reckless driving, unsafe lane changes and speeding above 100.

The paps were no better, Zine said: Four cars swarmed Biebs and even drove on the shoulder of the freeway, he alleged.

TMZ says none of the photogs were theirs. But it has video and photos of the traffic stop.

Some Bieber fans came out in support of the lead-footed heartthrob who seems to love cheesy paint jobs on his cars:

We reached out to a rep for Zine but had yet to hear back.

I was driving down the freeway minding my own business and this car comes up to my tail like a rocket ship. It was silver and very distinctive. It passes me, making rapid lane changes, accelerating.

My estimated speed for it was about 100 miles per hour, followed by a number of cars, speeding, going on the shoulder, going back and forth, very careless and reckless.

I called the CHP and told them what was going on, who I was, and went about

my business. I went back to City Hall and I got a call from Harvey Levin [of TMZ].

I wasn't looking for publicity. I was trying to make the roadways safer.

I would have arrested him [Bieber] for reckless driving if I was on duty.

Zine said there was no excuse for driving fast, even with the paparazzi chasing Bieber. He noted they would have been on him either way:

Justin Bieber is responsible for his driving behavior. They're going to follow.

If he would drive with flow of traffic what are they going to do?

Zine says he was told the CHP got 10 other calls about what he described as “a police chase with no police involved.”
