Los Angeles business journalist Mark Lacter takes a look at little-known Prop. 27, which would reverse reforms that took responsibility for redistricting away from state legislators and put it in the hands of a citizens' commission.

Lacter notes that one of the reasons billionaire Angeleno Haim Saban is expected to back the measure with big bucks is that his fellow Israel-backer in Washington, Democrat Howeard Berman, could see his San Fernando Valley-based district go predominantly brown if it's redrawn. Saban, the reasoning goes, doesn't want to risk losing a powerful supporter of Israel — Berman is chairman of the House Foreign Affairs Committee — to a Latino candidate.
