UPDATE at 4:20 p.m., Thursday, March 12, 2015: At the bottom we've added the L.A. City Clerk's announcement of the winner for second place in hotly contested L.A. City Council District 4. The second place winner now becomes the first Asian to have a serious shot at winning an L.A. City Council seat in about two decades.

Charter Amendments 1 and 2 cruised to easy victory, meaning that in 2020, L.A. city and school elections will be held in even-numbered years and nearly two dozen current politicians will get to stay in office an extra 18 months. Meanwhile, former County Supervisor Gloria Molina went down to a major defeat in her bid to unseat L.A. City Councilman Jose Huizar, who easily won his re-election.

Three incumbents fared unusually poorly Tuesday as LAUSD school board president Richard Vladovic was forced into a rare (for Los Angeles) runoff against a Republican, Lydia Gutierrez, while outspoken charter school foe and board member Bennett Kayser finished behind his challenger, charter school founder and outspoken advocate Ref Rodriguez — setting up a tasty general-election matchup. Tamar Galatzan also will have to defend her LAUSD board seat in the May 19 runoff.

Political newcomer Marqueece Harris-Dawson won by a landslide in South L.A., while incumbent city council members Herb Wesson, Paul Kerkorian and Nury Martinez were re-elected. In the battle royale to replace Tom LaBonge in Council District 4, Carolyn Ramsay appears to have clinched the top spot while David Ryu is 40 votes ahead of Tomas O'Grady in a battle for the second spot in the CD 4 runoff on May 19.

In Hermosa Beach, Measure O, which would have allowed oil drilling beneath Santa Monica Bay, has gone down to defeat thanks to the highest voter turnout in a generation. And in the upset of the evening, West Hollywood City Councilman John Heilman, who's held office since the city was incorporated in 1984, is facing defeat after coming in fourth, a mere 28 votes behind Lindsay Horvath – although the provisional ballots have yet to be counted.

UPDATE at 4:20 p.m., Thursday, March 12, 2015: The tight race for a runoff spot in Council District 4 has been decided, and political newcomer David Ryu will advance to the May 19 runoff, up against City Hall insider Carolyn Ramsay.

In a city of 4 million people, few of whom vote in municipal elections, Ryu bested third-placer Tomas O'Grady by just 149 votes.
