Hundreds of L.A. county residents drop hand deliver their absentee ballots to the Registrar's Office in Norwalk. Most voters waited at least 2-3 three hours in line to do so. Twenty-three percent of L.A. County's 4.3 million registered voters, 977,000 people, have requested mail-in absentee ballots.
