The city of Los Angeles could be writing million of dollars in bogus parking tickets each year, according to a NBCLA investigation.

More than 17,000 tickets were issued at parking meters that were reportedly broken, according to the site. City policy, however, forbids traffic officers from ticketing parked cars at broken meters. People have also reported being ticketed at locations where they've never even parked.

Mal Terriquez of Anaheim told NBCLA that he received a ticket issued in LA. He was at his home in Orange County that day. “They're issuing me a ticket, but I was nowhere near the area,” he said.

The ticket not only got the color and type of his car wrong, but also failed to provide his vehicle identification number, which is required by law to be listed on a ticket.

The city's internal “Error Reports” for 2009 reveals that officers are making thousands of errors when writing parking tickets.

The LA Department of Transportation refused to answer questions from NBCLA.

LA City Controller Wendy Greuel said that she plans an audit of LA's parking ticket program and might confront Parking Enforcement officials about the issue.
