30-Year-Old Pedestrian Fatally Struck in Hit-and-Run Collision near Tenth Street

HANFORD, CA (April 14, 2023) – Friday, Chelsey Jacuinde was killed and Thomas Barker was arrested after a hit-and-run crash on 10th Avenue.

The incident occurred near the intersection of 10th Avenue and 10th Street on April 7th.

According to reports, 35-year-old Barker was driving a Dodge Charger and struck Jacuinde. Upon impact, Barker immediately fled the scene without rendering aid to the victim.

Medical personnel arrived and pronounced 30-year-old Jacuinde dead due to the extent of her condition.

Emergency crews closed off the surrounding area for a brief time during cleanup and preliminary duties.

Following preliminary duties, officers took Barker into custody at the Kings County Jail for hit-and-run charges causing death. Once available, further details will be provided.
