Does Hollywood Have an Active Fault?

A major portion of Los Angeles City Hall's skyscraper transformation of Hollywood — a dream vilified as a nightmare by critics who fought to stop multiple high-rise towers approved by the pro-density City Council — could instead be derailed by Mother Nature.

Los Angeles sits on about 100 quake faults, active and inactive. Only a couple dozen, however, are capable of rupturing the surface. Geologists believe that people in buildings atop those faults face catastrophic death and disaster.

Such faults can "break the foundations and crack the building," State Geologist John Parrish says. Geologists believe buildings could crack in half.

City planners are feverishly granting approval to big projects directly above and near the active fault, even ignoring shouts from neighbors warning them it was illegal and risked lives. One hipster complex, 6200 Blvd, is under construction and will include more than 500 luxury units, massive retail and lots of parking. Its northern structure will edge Carlos Avenue, the border of the active zone. Planners also gave initial nods to 6230 Yucca, a 16-story tower planned right over the fault, and, kitty-corner to that, a hotel at 1800 N. Argyle next to the fault.

Geologists, skyscraper critics and community activists are abuzz over the fact that city leaders, rushing to approve these projects on behalf of wealthy developers, ignored L.A.'s earthquake history and failed to diagnose the extent of the Hollywood fault, which they knew to be active.

Instead, the Department of Planning, City Planning Commission and City Council — led by now-Mayor Eric Garcetti — plopped a major-density development plan, designed to lure families and office workers, partially within the fault's long-suspected borders.

Now opponents of the skyscrapers have obtained March 2012 emails that they say show a subordinate of Department of Building and Safety interim general manager Raymond Chan told Chan he'd met with developers to discuss the possibility that the fault line runs beneath the project. The emails also show that an attorney for the developer informed Chan he was privy to discussions that indicated a California Geological Survey map showed the potential fault ran right below the Millennium site.

No city or county in California can erect new buildings on top of an active fault due to the potential for great loss of life, under the Alquist-Priolo Earthquake Fault Zoning Act. Moreover, all owners of old buildings on such faults are required to disclose that fact to any new buyer.

Hollywood's newly elected city councilmember, Mitch O'Farrell, made a curious comment about these restrictions, approved by the Legislature in 1972 — and strengthened since then to save lives when catastrophe inevitably hits.

Last week, O'Farrell pooh-poohed the Alquist-Priolo Act in interviews, saying that worrying too much about where active faults might lurk in L.A. could put a crimp in development here.

Robert P. Silverstein, an attorney representing more than 40 groups that are fighting construction of the Millennium twin skyscrapers, discovered geological maps proving that the L.A. City Council and Millennium's developer left out of the Environmental Impact Report crucial data, which suggest that Hollywood's active fault appears to travel below the project.

Silverstein says O'Farrell's steadfast support for the skyscrapers is "going to be an albatross around his neck. The community will remember his betrayal. His first opportunity to show real leadership and real backbone was wasted."

Attention also is turning to Christopher Jeffries, co-founder of Millennium Partners, who sold his two-story Ritz-Carlton New York condo to Steve Wynn for $70 million. Jeffries failed to fund sufficient geological and seismic studies of the Hollywood fault — until thousands of people grew angry last week about the suspected fault beneath his project.

Then the developers suddenly announced they would pay for belated trench digging to look at the Hollywood fault.

Another key figure in the controversy is Philip Aarons, Jeffries' partner, who worked as an assistant to the mayor of New York in the 1970s.

At the rowdy public hearing several days ago, when the City Council ignored the warnings of State Geologist Parrish and approved the Millennium towers, Aarons declared: "Millennium Hollywood is first and foremost a preservation project."

His comment was met by a burst of laughter from the packed audience at the City Council meeting.

"It's not our interest to develop a project without addressing any and all seismic concerns. We couldn't and we won't," Aarons insisted.

The suspected active Hollywood fault zone is big. Its rough boundaries are Franklin Avenue to the north (the suspected zone ranges well above Franklin in places) and Carlos Avenue to the south (imagine a parallel line half a block north of Hollywood Boulevard). In places, it ranges west of Las Palmas Avenue and east of Gower Street.

Many buildings were erected long before anyone realized the danger. People in this dense, increasingly revitalized area tend to have little idea of what some geologists believe: If a 7-magnitude quake hits, they might as well be on the San Andreas Fault.

Faults seldom follow a single line. They exist as a series of parallel fractures, according to Parrish. "It's possible the [skyscraper] project is not only within the fault zone but also sits right on a fault line," he says. "If the project is on top of a fault line, it will have to be removed."

Garcetti was paid off by these developers through campaign contributions as was is successor. He will be a terrible mayor for LA vis a vis planning and development. These buildings are uunsafe and way too much for the 100  year old infrastructure in Hollywood. Not to mention the existing gridlock traffic that was also conveniently not studied before these permits were granted. Developers can do whatever they want in LA look at how Hollywood is being ruined with no respect to what residents want. La Bonge is the only councilmember who has actually looked at quality of life issues for the people who LIVE in Hollywood.

The shouldn't build any new buildings around the Historic Capitol Records building. It will just make it look like it's sandwiched between two ugly hi-rises. The city shouls just turn those vacant lots into desperately needed green space.

The real question is not legal (CEQA) or ethical (fraud, quid pro quo, etc). The real question is how can potential domestic or international investors fund future expansion in Hollywood without doing their due diligence uncovering all risks including  earthquake, inadequate emergency response (Fire and Police), actual crime statistics, the crumbling infrastructure, limited water supply, traffic, poor public transportation, etc.

Hollywood and Los Angeles are not good places to invest in. 

Potential Investors would be wise to look into areas with better risk/return profiles.

This area has always conformed to the 'historic 20 story heights'..maybe our predecessors were smarter than all those running the city now..20 stories are  safer than 55 or 39..if the area blows ..they probably knew about this fault line location back in the day. Maybe WHY no one ever built there??This group of elected officials, led by Garcetti, if they did not know, they should have made it their business to know, to question Millennium's EIR to investigate for themsleves before putting lives in danger by rubberstamping the projects. But all the money millennium was throwing at everyone and at every city dept. setting up shop here years ago, spending unprecedented amounts in lobbying money,   setting the stage for this (Villaraigosa also accepted big campaign contribs from them)..it made them all turn blind eyes..ignorance is bliss.. but not when lives are put in danger. O'Farrell, made quite the speech the day he got the rest of council to vote to approve the projects, as phil aarons looked on, about his research into these projects. This was his first day on council, a person who was never engaged in this part of CD13 at all .. about what would have taken weeks or months  for the most astute smart lawyers and planners to  sift through.Hundreds upon hundreds of pages.. an EIR and all the info. but he seemed to have figured it all out and deemed it all safe, in a few days.  His 'research' was getting instructions from  garcetti..' these  projects  are going through'.. The lies and coverups were passed down from millennium and their lawyers, to garcetti to o'farrell, to the rest of city council. They all are accomplices and enablers in passing the death trap faulty towers through, in return for campaign funding and pot loads of money to city dept's . Millennium/Argent Ventures  must have been laughing in their NYC offices about our stupid, lazy, greedy,  LaLa Land elected officials, knowing none of them would ever really look into anything.. just take their money and shut up. Because of the inept  Villaraigosa and Garcetti, Hollywood was the perfect place to set up their scam and think they could get away with it. But The PEOPLE these non leaders ignored for years, are not  stupid, and  wealthy ivy league east coast developers never thought this would all hit the fan here in dopey LA LA Land... Garcetti and cast all are not only embarrassments, they now are perpetrators of a possible crime.

The fault is in the cheesyness-ness of the entertainment offered. 

Bad entertainment is no solution for Hollywood.

Concealing material fact is Garcetti's modus operandi. According to his economist, Garcetii's style of picking winners and losers "leads to all sorts of corruption."  The economist is correct.  What happens when some one in power developers a fetish for tall hard buildings is that he is driven to erect as tall and as hard an edifice as possible.  When he encounters facts which stand in his way, he will not be deterred.   Facts must be hidden -- anywhere -- hide the embarasing facts about what you're doing.

If you arrange a real estate fraud for a friend so you can built a tall building at Selma and Vine, conceal the true appraisal and present the City with an inflated appraisal for $1.4 Million more and since your friend is persona non grata with the city due to prior real estate frauds, pay off a front man to conceal the two seller. If you want to buy tons of dense mixed-use projects in Hollywood but the statistics showed that Hollywood has been losing people for 20 years and the population exodus is greatest from areas near the mixed-use project, just lie and say that Hollywood's population is zooming upwards toward 250,000 ppl, when in reality the population is dropping like a rock because people flee high density projects.

If you need more money to pay off developers, then lie about the paramedic response times so that you can "steal" $200 Million from the LAFD while giving hundreds of millions of tax dollars to your developer buddies.

So when you find out that your friends' tall  towers may be straddling the FAULT LINE, just lie and deny there's a fault line.  Garcetti has been involved in The millennium from day one.

@Ricardo Alcaraz Seriously, it will ruin the skyline. There are so many nice historic buildings around here, a shame that local paid off officials are trying to ruin it forever. These new buildings aren't even architecturally interesting. Steel and glass, crappy.  I really hope this doesn't happen. They have no right to ruin a beautiful historic neighborhood to line their pockets.

@James_McCuen   If you want to finance a building in Los Angeles, the first step is to buy Garcetti and make certain that the tax payers will bail you out.

BTW, that's the real story behind the $3 BILLION bond to fix the roads -- to rank in tax payer dollars to pay of the developers' loans.  Did anyone know how quickly the AEG Farmers Field football NFL idea disappeared as soon as Angelenos voted DOWN the tad increase.  It just goes to show that the sale tax increase was not to improve city services but to give $1 BILLION to the NFL.  Now Garcetti and the City Council expect us to take out $3 BILLION to pay off Aarons' loans on the Millennium.
