Both Glazer and Shuster are in the reserves, but the Sheriff's Department declined to release information about their rank or their concealed-weapons permits, stating that they hold "confidential positions."

Shuster was cited by the L.A. Times as one of those involved in the reserve audit. It appears that Glazer was involved as well. The Sheriff's Department provided the Weekly with a list of the reserves whose training was invalidated. The list has a few blackouts, for reasons that were not made clear, including in those places where Shuster's and Glazer's names would fall in alphabetical order. (Neither Shuster nor Glazer returned calls seeking comment.)

Emerson Glazer routinely gives Baca basketball tickets and gift baskets, while Shuster gave Baca shirts and golf balls in 2007. (Shuster also appears to have paid for a round of golf for Baca in 2008, though his name was spelled as "Schuster" on the gift form.) Both men also attended an Eagle & Badge Foundation gala in 2008, where they were pictured smiling with fellow concealed-weapon permittee Arthur Kassel, who was president of the foundation.

Gun-rights advocates have periodically gone to court to argue that law enforcement has no clear standards when it comes to distributing concealed-weapons permits. Lately, they also have begun to argue that citizens have a Second Amendment right to such permits.

Brandon Combs, executive director of the Calguns Foundation, says he has been frustrated by Baca's refusal to turn over public records that would show why certain applications are approved and others are denied.

One of his clients, he says, took out a restraining order against a sheriff's deputy who threatened him, but has been denied a permit.

"Often the sheriff says there has to be a legitimate, proven threat against the person," Combs says. "This person has an active restraining order against an L.A. sheriff's deputy for a threat against his life. He can't get a license, and we can't get access to records to find out why he doesn't qualify."

I don't know why everyone doesn't believe them, there's no favoritism here. Just like they didn't know the incendiary tear gas canister would catch a building on fire. I guess the word incendiary wasn't a clue.

And these are the people they want armed.

Everyone that qualifies should be able to have a conceal and carry license, without the politics of different regions.

I used to live in a city where the sheriff simply would not even consider issuing a permit to anyone, no way, no how. However, I insisted on filling out the form. It was denied, of course, but I never let that stop me from carrying. I was in a business in which one of my colleagues was murdered execution style, one was beaten and robbed, and another was run off the road. Fortunately for the last one, he had a gun in his car which he is convinced saved his life. I just figured if I were ever arrested for carrying a concealed weapon (which  was highly unlikely, because I always kept it well concealed) I would take it to a jury and say, "I did everything in my power to comply with the law. Why should I be punished because the sheriff was derelict in his duty to follow the law and issue a permit? I'm lucky that I never had to use that defense. I still wonder, though, if it would have worked.

California really is the Liberal utopia that every good Leftist dreams of, strict control over the people, taxes and laws like crazy, and the "right" people making all the controlling decisions.

I'm not a huge weekly fan, but this is pretty darn good reporting. There is no doubt corruption with the CCW system in CA. No one person should have discretion over who does / does not get a permit. If you aren't a criminal and you jump through the documented hoops, you get one! Period! Constitutional law 101: equal application. Baca is a turd. Vote him out.

Editorial note: Level III reserves are allowed to carry sidearms and arrest people by CA POST standards, although this may be against Baca's departmental policy.

Articles like this make clear the REAL purpose of gun control, and it's not about public safety.  Gun control is about keeping the nobility safe from the serfs...

Seems to me if all of us who would like a permit would donate the maximum to Lee Baca's opponent, we might get the crony-ist unelected. Then the rest of us little people could maybe have a shot at a CCW. I don't know about anyone else, but I'd like a chance at being able to protect myself BEFORE I have a tragic story to tell.

Googling 4 random names from this list, 3 of them are Los Angeles County judges.

What are the ethical issues of a judge accepting a VERY exclusive perk, a nearly unobtainable permit, from the head of an organization that routinely is involved in matters before the court?????

This appears to be CORRUPT.
