Marcos Aguilar was dressed in what can only be described as a pretty good Halloween costume of an Aztec warrior, and he had come to the Los Angeles Unified School District board meeting last week ready for battle.
"All the noisemakers have to stay out," a policeman told Aguilar, who sighed and unclipped the rattles on his ankles.
"You can't take that in, either," said the cop, pointing to Aguilar's ceremonial staff, a hatchet-sized stick with an eagle's head.
Aguilar runs Academia Semillas del Pueblo, two El Sereno charter schools that emphasize the indigenous culture of the Aztecs and teach students the Aztecs' language, Nahuatl, spoken by about 1.5 million people in Mexico.
The charter division of Superintendent John Deasy's office had recommended that the charter for Semillas' elementary school — comprising 300 kids from kindergarten through eighth grade — be yanked. Deasy's staff's 42-page report cited "low, fluctuating student achievement" and a failure to meet even minimum standards required by the state — or minimum benchmarks set by LAUSD in 2007.
The troubled school earned a bottomed-out 1 in the 2010-11 California state "similar schools" rankings based on a scale of 1-10, meaning Semillas is far worse than most of California's other, similarly poor, heavily Latino schools.
Under state law, charter schools can't operate failing programs. Academia Semillas seemed on its way out.
Then something peculiar happened.
"The board members, they're all political people," says Rev. Alice Callaghan, who runs the Skid Row charter school Jardin de la Infancia, a successful, back-to-basics school that teaches first and second grade in one of L.A.'s roughest areas. "Time after time," Callaghan says, "the board caves — and authorizes bad schools."
Aguilar brought an army with him to the LAUSD board vote — 100 or so schoolchildren, complete with missing baby teeth and signs reading, "Save Our School."
LAUSD School Board President Monica Garcia, whose election district includes Academia Semillas, is a friend and ally of Aguilar's. Garcia made an impassioned plea for leniency, arguing that LAUSD should "figure out how to evaluate schools like this one that are, from a traditional lens, lacking."
Semillas is trying something different, Garcia argued, so, "We need to take a risk in this model."
Former state senator Gloria Romero, the state director of Democrats for Education Reform, which fights education practices that churn out low-achieving children, was surprised to see Garcia so openly go against Deasy.
"As president of the board, it sends a message that each board member has the OK to overrule the superintendent when it comes to a school in your own [election] district," Romero says. "That kind of parochialism leads to a dysfunctional school district."
Last week, you could feel the parochialism spreading. School board member Marguerite LaMotte pointed out that Semillas' Academic Performance Index tracked by the state government was virtually identical to La Salle Avenue Elementary School's in LaMotte's district, a school whose students are so far behind that Deasy nominated it for the Public School Choice program, removing it from LAUSD control.
"You took La Salle and threw it out the window," LaMotte accused.
"This is a charter school," Garcia responded.
"I don't care!" LaMotte shouted. "The charter office said [Semillas] didn't meet the floor of academic performance. I'm tired of this dual system!"
Only 30 percent of Semillas students are proficient in English, only 22 percent in math. Deasy sat stone-faced, reclining in his chair, as the debate unfolded. He seemed to know he was about to be overruled.
"It was the quietest we'd seen him for a three-hour stretch — ever," says Sarah Bradshaw, chief of staff to school board member Bennett Kayser, who voted to deny Semillas' charter renewal. The fact that the board was even given a chance to vote against Semillas was a big deal. As Bradshaw explains, "It takes an act of God for our charter office to recommend" against a charter school.
But school board members Steve Zimmer, Nury Martinez and Richard Vladovic voted with Garcia, 4-3, to let Academia Semillas have five more years. Tamar Galatzan, LaMotte and Kayser voted to shut it down.
Defending his school, Aguilar tells L.A. Weekly, "What's happening across the country is that there's a development of a myopic reliance on one number. We need to prepare students to think critically, ask questions, write research papers, interview people, speak from experience. Those are all fundamentally not measured on a standards-based exam."
But with their exceedingly low achievement on basic skills, few Semillas students will flourish in areas such as writing. Callaghan says the state's testing of core skills is not "the end-all be-all, but you need to know how to add and subtract at a certain age — and at a certain age you need to know vocabulary."
The irony is that Callaghan's successful Jardin de la Infancia on Skid Row nearly was shut down by LAUSD just last year.
The Weekly has reported about the marked difference between Jardin and LAUSD's substandard Ninth Street Elementary School a few blocks away. Jardin's class of second-grade "graduates" are invited each year to transfer to high-achieving Brentwood Science Magnet Elementary School on the Westside.

While I put no stck whatsoever in test scores because the culture bias coupled with a 50% margin of error make he test data unreliable, it is the measuere of success the district claims to defer to. On the other hand , Monica Garcia is indifferent to the rest ofbthe board's business and shows cavalier indifference to the unjust closure of LaSalle a school serving a much larger more diverse sstudent body that includes many children with IEPs , which apparently the charter discriminates against with the school districts's blessings. Further evidence of the LA Weakly's ongoing obsession with standardized tests, which is understandable since not one of its education beat writers have even an inkling of matters regarding pedagogy. Testing isn't teaching. Sadly, many have ideological and vested interests in the testing racket. The problem with Academia Semillas del Pueblo isn't scores or curricula, it's that it's a privately run corporation.
I wholeheartedly support many of the programs Academia Semillas implements, including ethnic studies and multi-lingual immersion. If they were a public school, we would defend them against bigots and NCLB-lovers. However, when wealthy charter school executives like Marcos Aguilar are shoveling $109,729 of the community's taxes into his pockets a year, I have grave concerns that the media aren't noticing that their trumpeted "free market education solutions" inevitably fail again and again due to charter sector greed.
Academia Semillas should have been converted back into a public school with public oversight. That way we could have kept the good things about the school, while jettisoning the avaricious charter school operators. Unfortunately, the lucrative charter sector holds so much sway in this town -- from 10900 Wilshire Blvd. to 333 Beaudry Blvd. -- that it was guaranteed Aguilar would continue milking his cash cow. Sadly it's bad for the students and gives cultural studies an undeserved bad name.

As for the internationally recognized standards which countries are you comparing your scores to (third world countries with poor educational standards) A well rounded education includes everything you discuss (listen I am not against indigenous people learning and proudly accepting/promoting their historical culture) but you cannot argue and state that that is the only basis for your educational beliefs. Stop pandering the culture and using it as an excuse to keep your school OPEN! Lets not forget the most import and basic part of education still remains the following:1. Did anybody mention that Semillas’ Executive Director is a non-voting, ex officio member of the governing board or Council of Trustees and that serving on the board of a charter school may be deemed to be in violation of California Government Code §1090. So let me get this straight...Mr. Aguilar is not only the Exectuive Director (earns a six figure salary) but also a member of the board (who gets paid ) and also votes as a commitee member because his kids all go there. Wow pretty good set-up. We should all open a Charter!
My kids attended this school for a short period of time they would come home speaking reading and writing 4 languages they would teach them at the park some days they learned the highest academics took trips to cal state La and USC had their art displayed in local art shows and had the highest respect for the community and world as a whole. Semillas’ failure to meet the criteria of §47607 should be sufficient to find that Semillas has demonstrated “substantial and sustained departure from measurably successful practices such that continued departure would jeopardize the educational development of the school’s pupils” under §47604.5(c). Semillas has been given a ten year opportunity to provide a quality learning environment to students, yet Semillas has consistently underperformed on academic metrics. Semillas has failed to show the required levels of improvement in its second charter term even after grave concerns about its ability to do so were explicitly raised in 2007. Five years later, Semillas’ academic performance still ranks among the lowest in the entire district, and even the entire state. Keeping such a consistently underperforming school open is not in the best interest of California students and is certainly not consistent with sound educational practice. What type of barometer should be used if not academic?

Educators such as Sir Kenneth Robinson have written and lectured on the absurdity of this model. Why would the LA Weekly embrace such backward practice and policy? Why? After reading this article, it is my firm belief that the LA Weekly should be forbidden to report on issues such as these until they show a genuine interest in the future of our children. Let them continue to promote scandalous lifestyles and fill up their back pages with sex hot lines and gay porn. Mis opiniones acerca de esta “academia” no son chismes ni comentarios sin fundamento. hablo por experiencia propia y creo que esta publicacion reafirma el punto que quiero dar a conocer. Semillas es una academia, con PESIMO rendimiento academico, que no cumple con las normas minimas que requiere el estado (no lo digo yo, lo dicen sus evaluaciones académicas) ellos se escudan afirmando que no es una educacion convencional y que los niños estaran preparados para lo que venga en su futuro. Yo soy mexicana y estoy muy orgullosa de mis raices, pero sinceramente no creo que el Nahuatl entre otras clases en la academia, tenga gran relevancia hoy en dia y mucho mas tomando en cuenta el pais donde estamos. Nuestros niños (hablando de todos los latinos) necesitan CALIDAD EN LA EDUCACION y Semillas esta calificada entre las peores escuelas comparada con escuelas similares de latinos. Porque siguen aprobando que la academia siga en funcionamiento? sinceramente no entiendo, esto implica aparte de dinero de todos nosotros, aprobar que mas y mas niños reciban una educacion mediocre. Ya la aprobaron por 5 años y no se si se pueda hacer algo al respecto, pero esperemos que en su proxima renovacion la cierren por completo por el bien de los pequeños.
Y si el Nahualth y otras clases academicas no van con tu idea de educacion por que inscribiste a tus hijos a Semillas por que antes de inscribir a tus hijos en Semillas te dan informacion por escrita explicandote las clases e idiomas que enseñaran seguida de una orientacion de padres a la cual tuviste que haber asistido para poder registrar a tus hijos entonces no venias engañada de saber las materias que enseñarian...Ademas para que un estudiante sobresalga academicamente nesecita el respaldo de padres responbles y entregados a la educacion de sus hijos.

Felicidades guerrera, no soy un padre ni una madre soy toda una comunidad de padres y estudiantes que escojen del dia a dia apoyar y asistir a esta escuela charter. Estamos satisfechos y simplemente defendemos el derecho de poder escojer esta educacion alternativa. Primero que nada, la forma en la que me gano el dinero para pagar la educacion de mis hijos no te concierne a ti (Padres por una educacion autonoma) y tu critica lo unico que muestra es tu FALTA DE HUMILDAD, de casualidad no enseñan VALORES EN ESA ESCUELA!?. Primero que nada, la forma en la que me gano el dinero para pagar la educacion de mis hijos no te concierne a ti y tu critica lo unico que muestra es tu FALTA DE HUMILDAD, de casualidad no enseñan VALORES EN ESA ESCUELA!?. No me sorprende que te haya ofendido el consejo que le doy a Mujer Guerrera el cual es sincero y con la unica intensión de que NINGUN OTRO NIÑO VUELVA A PERDER SU TIEMPO EN ESA ACADEMIA (si se le puede llamar de esa manera) mi hijo ya lo hizo y por personas como ustedes, (porque se ve que trabajas ahi o tienes intereses de por medio) con su supuesta "cultura" y "educacion alternativa" lo unico que logran es retrasar la educacion de nuestros niños. Mujer Guerrera, ya manifesto que no se siente satisfecha con esa academia, por la forma en que se manifiestan y aterrorizan a los estudiantes y padres, esas fueron palabras de ella y no mias. Finalmente ella es libre de tomar la decision que ella crea oportuna. As a former teacher of that charter -- the school is a disservice to the community and have very unrealistic goals for their teachers and students. Basically once they are done with you they toss you out because you did not fit in with their secret agenda. Yes, a very elitist bunch. And no he does not dress like that everyday.

Soy una madre consternada con esta noticia y mi Hijo no regresa mas a esta escuela llamada Semillas del Pueblo.Ademas de que nos mitieron los administrativos con el desarrollo academico tambien nos aterrorizan diciendonos que si no estamos con ellos estamos en contra !no ay un punto medio yo se que havemos muchos padres en esta cituacion asi que quiero que no tomen represarias con nuestros hijos .Ya basta de que nos usen para su beneficio porque nuestros hijos son los que salen perdiendo y ellos enriquesiendose y proclamando una cultura ala que solo claman cuando nesesitan ayuda para hacer protestas sin fundamentos como la de la renovacion del charter !

Mujer Guerrera, mi hijo tambien estuvo en esa escuela. Lo meti ahi porque me parecio importante que conociera nuestra cultura, sin embargo me di cuenta que sobrepasan los limites volviendose en una obsesion con la cultura azteca y discriminando todas las demas ESTA ESCUELA ES UNA AMENAZA PARA LOS QUE NO PERTENECEN A ELLA, ademas de que su nivel academico es muy bajo (a mi hijo le costo mucho trabajo adaptarse y llegar al nivel de su nuevo colegio) y su director a quien tuve la mala suerte de conocer es un inadaptado, ridiculo y egoista que solo ve sus intereses, me pregunto ¿que tipo de madres dejan que sus hijos participen en manifestaciones,solo para beneficio de este Señor? Entiendo tu preocupacion y no pierdas tiempo, porque te arrepentiras y tus hijos lo sufriran en un futuro.

LAWoman no sabia que la UCLA apoyara a Semillas y justo eso es lo que no logro entender. Como apoyar una escuela con tan bajo rendimiento, has visto las instalaciones de la academia? a los niños les dan clases en el patio!! creo que UCLA perdera mucha credibilidad apoyando este tipo de escuelas. No son declaraciones mal informadas son declaraciones por experiencia propia y si, Semillas no fue la mejor opcion y al contrario fue una de las PEORES por eso mismo no quiero que otras madres comentan el mismo error que yo. Si, Mujer Guerrera tiene todo derecho a opinar sobre la educacion de sus hijos. Pero declaraciones mal informadas, no. Semillas Adademia del Pueblo ofrece una opcion que para esta comunidad, les vale mucho. Sabia ud. que la UCLA apoya a esta escuela? Para mi, eso dice mucho. Parace que en su caso, Semillas no era la mejor opcion. Adios y suerte.
Maybe Aguilar is taking his cue from our universities, that are quite willing to fill their classrooms with students of philosophy, archeology, sociology and other subjects that are regarded as "easy A" curricula with little or employability for graduates. We need to give students bedrock skills-- spelling, grammar, vocabulary... basic math as well as algebra, trig, calculus... chemistry, physics... learning how to be part of a core workforce is far more important than whatever Mr. Aguilar is focusing on. If those kids learn to speak obscure languages that have no relevance in today's workplaces, and have no marketable skills on top of that, he's condemning them to failure and poverty. Wake up, Mr. Aguilar!
