Carpetbagging for Cash in L.A. Council District 2

Eight committed San Fernando Valley activists try to stop two monied outsiders

Paul Krekorian is what some call a career politician, having lost two elections before finally parlaying a spot on the Burbank Board of Education into a seat in the California Assembly. Christine Essel is a Hollywood power player who has chaired big business boards and has never run for office.

Both have recently moved into the fiercely independent San Fernando Valley in hopes of nabbing the only spot open on the highest-paid city council in America. It’s a $178,789-a-year plum job that comes with eight free cars and a huge staff — and is worth some $2.5 million to $3 million to whoever wins a 12-year stint (assuming voters don’t oust them later).

Essel and Krekorian represent a rare — and maybe the very first — effort by dueling factions of the downtown establishment to stack a Valley race with two, monied, non-Valley residents and thus try to ensure that a non-Valley outsider wins and controls the powerful seat.

Essel is backed by ex-mayor and Brentwood resident Richard Riordan and is expected to get Mayor Antonio Villaraigosa’s nod. But that’s not much of a plus among residents fed up with Villaraigosa, who failed to win 50 percent of the vote last March in numerous CD 2 precincts in Valley Village, Sherman Oaks, Van Nuys and Sunland-Tujunga.

Krekorian is backed by SEIU, the state’s powerful, public employees union, whose successful pressure on Villaraigosa and the City Council to raise city-worker salaries and increase taxes and fees on Angelenos has created tense relations with tax-averse Valley residents, who distrust SEIU. The negative reactions to Essel and Krekorian and their backers are fueling hopes that two of the eight other contenders — none of them carpetbaggers and all of them winning strong applause at candidate forums — will prevail in an election set for September 22, and that two genuine Valley residents will face each other in a runoff on December 8.

Mary Benson, a respected community organizer from Shadow Hills, who is running and enjoys high name recognition, says, “This may be the race where money does not buy the votes and commitment earns the votes.”

Zuma Dogg (David Saltsburg), a rowdy City Hall activist who is also running, and has provoked big laughs and applause at well-attended candidate debates, warns that Christine Essel will be driven by the powers that be. “She has a history of going along for the ride,” Dogg notes.

Pete Sanchez, a candidate from Valley Village, who has impressed observers and was endorsed by the L.A. Daily News, as was Studio City candidate Tamar Galatzan, says Paul Krekorian is “leaving his job during the worst crisis that has faced us in our generation.”

Krekorian, a silver-haired Burbank attorney who recently moved inside L.A. city limits, is trying to ditch Sacramento just six months after being re-elected. In Burbank he pulled a similar disappearing act, dealing with a fiscal emergency in Burbank schools — but then leaving his post empty to run for the Assembly.

If he jumps jobs again, Krekorian will cause a special election to fill his vacant spot in the state Assembly — creating a new cost to taxpayers of roughly $1 million. “Taxpayers are funding ambition,” says Michael McCue, a Studio City Neighborhood Council member who is also running and has gained praise for his upbeat attitude about saving Valley neighborhoods. “People feel ripped off.”

During three years in the Assembly, Krekorian has garnered a generally favorable reputation and pushed a largely liberal agenda. But a larger issue trumps that: the worst financial crisis California that has faced since the Depression, and the role played by Krekorian as the state Assembly’s assistant majority leader. “What leadership did he provide to break the logjam, to avoid the catastrophe?” asks Ron Kaye, former Daily News editor, who is blogging about the race.

“That’s a hard question to answer obviously,” Krekorian says. “Are there things we could have done differently to better prepare for this? Maybe.”

“Absolutely,” counters Frank Sheftel, a CD 2 candidate hoping voters will see through Krekorian’s bullet-dodging. “He bears responsibility, he just doesn’t want to accept it.” He calls Krekorian as a “yes man” who signed off on a stream of bills that helped to push California into its crisis.

Krekorian stretches credulity, claiming that the state’s exploding general fund spending is really $15 billion less than when he was elected. “It’s not true when people say there have been increases in spending.”

Dead wrong, says Joe Canciamilla, a former Democratic assemblyman respected for his budget acumen, who says Krekorian is twisting data to make the illogical claim that state spending somehow dropped.

Krekorian falls back on blaming the global economic collapse and “institutional dysfunction” in Sacramento. “If that’s your attitude, then why should I vote for you now?” asks Sanchez. “You’ll have the same broken system in the City Council.”

    Thanks for the informative article by Jason Mandell on the 2nd District Council race to fill the seat vacated by Wendy Greuel. I am sure many 2nd District residents who read the article appreciate Mandell's exposure of the chicanery and fraudulence behind carpettbagger Christine Essel's campaign. My mailbox has been stuffed with her mailers for the past several weeks - along with those of the other well-funded Establishment candidates, Paul Krekorian and Tamar Galatzan. I got a robocall urging Essel's election from former Mayor Riordan the other day. It is vital that activists in the district, who want to see a change of direction on our grossly overpaid and frequently disfunctional City Council, get out to the polls next Tuesday and vote for anyone else in the field but the three above-named candidates. We can't stand by and let another non-reformist, status quo candidate win, as Paul Koretz unfortunately did in the 5th Council District recently.

    After posting my comment, I just read comment #15 by Phil Jennerjahn. Although I am in agreement with his opposition to Essel (politics makes strange bedfellows), I find his derogatory comment about LA Times readers and his foolish "adds" for the Mayor Sam blog childish. I try to gather information for all sources. I especially like the independent flavor of the LA Weekly since Jill Stewart was on board. But when seeking answers or finding out about current events I take full advantage of all resources on the net including the LA Times and blogs such as Mayor Sam.

    There is no doubt that Essel is the Developer's candidate and will NOT act in the interests of the average citizen of District 2. In all fairness, Saltsburg (Zuma Dogg) is also a "carpetbagger" but I would vote for him to clean up and shake up City Hall. Saltsburg has the breadth of issues and may not always have the depth. But he is intelligent, has a quick read and understanding of the issues, has business experience, and would tap into grass-roots locals for his staff rather than re-cycled connected "professional staff/lobbyists." Most of the current City Council members act like spoiled rich children that don't want to hear another opinion and don't want any interference in the deals they've made with special interests (mostly big financial and construction interests).

    Mayor Sam readers know more than ignorant followers of the L.A. Times To review... Who gave their readers the following facts about Christine "Valley Girl" Essel...?? Takes almost all her money from people who don't live in CD 2. (Mayor Sam storyline) "Valley Girl" Essel, claims to live in the Valley, yet her husband, and her dog, live in the Sunset/Doheny Estates. (Mayor Sam storyline) Can't name a public school in CD 2. (Mayor Sam exclusive) Couldn't remember her Valley address while signing Frank Sheftels nominating petition. (Mayor Sam exclusive) "Valley Girl" Essel gets caught using non-citizens and former employees to portray Valley voters and supporters in her media campaign. (Mayor Sam exclusive) Supported SB 1818 as an executive for a downtown business group. (Mayor Sam) Gives suspicious endorsement to Essel, disregarding crucial facts. (LA Times!) Sorry guys, we can only give you the facts. If CD 2 voters elect Essel (or Krekorian)...then so be it.

    I hope someone is compiling articles about politicians and their dependence and corruption by big moneyed interests. Might have to buy a bigger house to store them all. In June 2010 CA voters have a chance to implement a pilot program that will offer the option of full public financing to Secretary of State candidates -- pretty important office, since it oversees elections! One thing is for sure: Until we give candidates the option of running with public funds (the U.S.A. being one of the very few democracies in the world that does not do so), we will continue to get more of the same, and most likely more of the worst. And in that case, citizens will have no one but ourselves to blame.

    It seems John Shallman DOES control the Times as people say, looking at their endorsement today and the wording they use to attack the other candidates. Verbal contortions and just plain conjectures to try to back up their bias. Based on past experience, next, watch for a series of hit pieces to come out on Tamar G and Paul K right before the election. Normally they use Zahniser and Reston but with them having a record of beating up on the mayor, a favorite sport in town, Essel as his alleged candidate will be hard one to defend: then again, I have noticed how lately they're going out of their way to write flattering stuff about the Mayor again. At least the Daily News didn't endorse the same candidate this time - in fact they've got their latest in a series of very critical editorials about former Shallman product Trutanich, and endorsed Tamar G and Sanchez as the most "grassroots" among those with a chance of winning.

    I have no love for Villaraigosa or for carpetbagges, but this heading and focus for this article is absurd. Krekorian has represented the area or at least part of it, in Assembly - criticizing his record is fair game, but the "carpetbagger" tag is tiresome. Especially when this paper like other conservative papers and blogs pushed for Trutanich for City Attorney when he was THE definition of carpetbagger, having spent the last 25 years working and living in Long Beach, having done nothing for L A., only moving into the edge of the city into his son's apt. in San Pedro to run. As for Essel, "the affluent canyon dweller" as you call her, her home on the other side of the hill shares a lot of the same problems and issues that the Studio City/ Sherman Oaks side does. In fact, in neighboring CD5, the two sides of the canyon are in the same district: the idiosyncricies of gerrymandering. And having to rent an apt. to run, is an expense not some sort of great financial benefit at you imply: if she's so "affluent" and that's your criticism, why would she need this job which pays less than a studio executive position? She grew up in the S F Valley and went to school at Cal State Northridge, she's not some foreigner like Esavi or Bisani, who you extoll because they're "the little 8," even though both are very simple-minded when asked about policies or the history of the city. She must have other reasons for running: either buy her claim that it's public service, or believe she's a front for special interests as you believe all mainstream candidates are, but this carpetbagging stuff is absurd. The worst thing about her is she's being managed by Trutanich's sleazebag manager John Shallman, who lied about his candidate and played dirty worse than Karl Rove, and now, has to bear the brunt of his own efforts to depict the Mayor and his alleged "machine" (whereas the REAL machine is the Republican Cooley-Zine-Baca-Police Protective League/Paul Weber- Antonovich/Knabe etc. one). What the other commenter says about Galatzan seems true, however: she's voted against the Mayor often enough especially involving more spending (specifically against SEIU on full health care to p/t cafeteria workers, on pushing for more bonds for big schools etc.) to be a black sheep, not privy to his fundraising help and possibly in a tight spot because on the one hand, she works for Trutanich while having wisely backed Weiss (as did Krekorian - and with Trutanich showing his true colors, that's looking smarter and smarter), but on the other hand, she's angered Villaraigosa so she's the real independent with neither Democratic or Republican big muscle behind her.

    Jason Mandell�s Carpetbagging for Cash in L.A. Council District 2 article is full of slight of hand and intellectual dishonesty. If one were to follow Mandell�s logic, Paul Krekorian is a �career politician�, but Tamar Galatzan is not. Similarly, Krekorian represents the much-maligned state legislature, as opposed to Galatzan�s ever-efficient LAUSD Board. One gets the distinct impression that Mandell has a dog in this fight and is more than willing to cut a few corners in order to propagate his point of view. This may be good campaign propaganda, but is hardly good journalism.

    I'm trying to figure out this piece by Mandell.. is it in fact a newstory meaning facts should have been checked before this article went to print or is it an op-ed piece? If it's supposed to be a news article, I'm ashamed of LA Weekly for putting it to press prior to verifying assertions made by Mandell. I can truthfully only speak to those allegations made about Paul Krekorian. Mr. Esten, has already commented on many of the points I take issue to so there is no need for me to repeat what he's already said so eloquently, so I will just say that as a resident of Valley Glen, as one of the constituents represented by Paul Krekorian in Sacremento, It is because of what he has done in Sacramento for our district that I want him representing Council District 2. Mr. Krekorian has been an active member of our community, and as has already been pointed out, Burbank is a part of the San Fernando Valley, so this carpetbagger bit is nonsense. Examples of what he has done for our community: he was able to get $7 million in state funds for Grant High School in Valley Glen to help refurbish the school. He was able to force the removal of several sex offenders that were living in a group home sponsored by the state.. Our city officials couldn't do that, but Krekorian found a way. He's sponsored self defense courses, financial counseling seminars. He's donated money out of his own pocket to neighborhood events and programs such as the annual Valley Glen Adopt-a-Family Program. These are just things he's done for our little community. As part of his representing our district, Paul's staff has been out on the streets, going door to door finding out ways the state could help local citizens. The problems that residents most most asked for help with were city service issues and Krekorian worked closely with Wendy Gruel's office to respond to each constituents request. Krekorian knows the needs of the area probably better than any of the candidates, and he's already been addressing them. This hardly sounds like someone who represents the downtown establishment. If we didn't know better in our area, we'd already think he was our Councilmember.

    Re: Coop No doubt SB 1818 is important, as are many other planning and development issues. You are also correct that the people bringing these issues into wider public discourse are doing a good thing and they should be commended for it. But lets get real, the average voter is not enthralled in civic affairs. To pretend that the people quoted in this article and who attend every forum represent the average Valley voter or even an average member of the community is false and yet it seems to be the basis for much of the claims in this "news" article.

    Vic, you are ignorant. Galatzan has voted against the mayor, SEIU and UTLA many times. He hates her independence so he recruited Chris Essel to run for this seat. This explains why Essel has raised so much money from the mayor's allies. Your candidate (or boss) is a decent man but don't make things up to discredit those like Galatzan who are strong enough to challenge the status quo (something Krekorian has never done before either in Burbank or Sacramento, and his votes on pensions will bankrupt the state and cities).

    Personal opinion and partisan buzzwords may have their place in political reporting, but your reporter Jason Mandell's article on the special election to fill the vacancy in L.A. City Council District 2 (L.A. Weekly, September 8, 2009) is factually incorrect on so many points that your readers deserve a detailed correction. First, referring to State Assembly Member Paul Krekorian and another candidate, your writer says, "Both have recently moved into the fiercely independent San Fernando Valley�" Mr. Mandell knows that Paul Krekorian's previous residence was in Burbank. He also presumably knows that Burbank is in the San Fernando Valley and that the district Krekorian currently represents in the California State Assembly includes most of the neighborhoods of the 2nd City Council District. Mandell should also know, if he does not, that Paul Krekorian was born, raised and graduated from public schools in the Valley, so the notion of him as some sort of outsider is spurious. In the very next paragraph the article again refers to Krekorian as a "non-Valley resident," as though repeating the assertion would make it true. In the same paragraph the writer tries to associate Krekorian with "the downtown establishment." He doesn�t bother presenting any evidence for this allegation, although he then notes that Krekorian enjoys the support of a union that represents nurses, janitors, home health care workers, etc. I am sure these men and women would be surprised to hear they are the downtown establishment. The writer then tries to make an issue of Krekorian's service in the State Assembly as though this were a negative, although he concedes that he "has garnered a largely favorable reputation." It is in fact because of his past service that so many of his constituents want him to represent them in City Hall. In his very first sentence, the writer deploys the catchphrase "career politician" to suggest that experience in public service disqualifies one for� public service. In this case, it also disregards the fact that Krekorian enjoyed a successful career in the private sector until he was elected to the Assembly, three years ago. At last, your article tries to hang the California budget crisis around Krekorian's neck. Here you do your readers the greatest disservice. You, and they, should know that the State of California requires a two-thirds super-majority to pass a budget or to raise a single tax. They should know that the minority�Republicans in the State Senate and Assembly�blocked repeated attempts by the Governor and the Democratic leadership to pass a balanced budget. The current budget, inadequate as it is, is the only one that Sacramento Republicans would agree to. If Californians want balanced and timely state budgets, they will repeal the two-thirds rule and let one party or another pass a budget and face the consequences. Meanwhile, Paul Krekorian's constituents in the Valley believe they can make better use of his abilities at City Hall, which does not have "the same broken system" as the State legislature, as another candidate quoted in your article inaccurately claims. Because the other candidates are less well-known, I don't know if the statements about them in the article are any more accurate, but your reporting on this story is simply not credible. I gather Jason Mandell does not like Paul Krekorian because he thinks he's a liberal, or because he's a Democrat, or because he enjoys the support of unions. Why not just say so? Lastly, may I point out that the L.A. Weekly endorsed Paul Krekorian in both his first and second State Assembly races? As some of us remember, the Weekly was a better paper then.

    Anyone but Galatzan. Kerkorian may be an outsider, but if the only viable option is Galatzan... then why not. Galatzan is a known commodity, she's a failure at her current job and knows she has almost zero support for re-election to the school board. A shortened campaign for a new job is what she had been praying for. She'd run for dog catcher just to remain an elected official and save face for her performance as school board member. She's also a close ally of the Mayor, which is probably the main reason why the mayor has yet to endorse a candidate. He can't alienate a supporter he has on the school board.

    Re: Guy down the street comment - There are a lot of issues that are not at the tip of the "Average Valley Voter�s� tongue. Granted SB1818 is one of those issues. It's a classic example of special interest legislation that destroys neighborhoods and takes away local control. Zoning is out- greed is in. The so-called "Gadflies" are doing a public service by bringing this to the "Average Valley voter�. As implemented, it bypasses years of neighborhood planning and gives control to developers who "select" a property that suits their needs, offer up a few sacrificial units dedicated to "low income" residents in perpetuity and "tells" the city what they are building - all at the expense of totally changing the character of the community. As interpreted in the city ordinance implementing this state law, most everything is fair game in order to stuff as many residents into a small area as possible. Meanwhile Essel and her Central City organization actively promoted this �community wrecking� pile of garbage so more low income units downtown could be converted to �gentrified� condos and lofts at the expense of the outlying communities. Central City certainly envies New York. This issue alone will sink her once the average Joe finds out about it. The election of this Westsider to a Valley seat would be a disaster.

    �S-B-eighteen-eighteen.� That's the most important issue to Valley voters...Really? Mandell, are you hitting the pipe? Be honest, you hadn't even heard of SB1818 until it was brought up at these forums and even after that it was hazy. Bro, I understand whats happening here. You've gotten all your information from a group of dedicated, but misguided gadflys and critics. Your idea of "Valley voters" are people you see at the forums. Sure, some of them vote in the valley, but they do not represent your average voter. You gotta get out into the world man. Go talk to some average joes..haha...but not the average jozef. Oh yeah and go review your geography book, Burbank is in the San Fernando Valley.

    Your article stabs at the heart of the problem.The district is a classic case of Gerrymandering. The constituents are so diverse and separated by distance and interests that it makes it an easy target for high dollar carpetbaggers such as Essel and Krekorian. The local candidates really represent a small fraction of the district and are largely unknown outside of their area. In S-T we are so fed up with this situation that some scared residents are breaking off from their obvious choice (Mary Benson) to Galatzan in the hopes that she might be able to put up a reasonable fight in the run-off against Mr/Ms Big Bucks. This is a poor choice IMO because Galatzan is really nothing more than an opportunist. There is little difference between her and Krekorian. They are both quitters. She has done some good community work in the past but we put her on the school board to do a job. She obviously has put her self-interest before those that elected her. I would expect no difference if she were elected to the CD2 seat. If Mary Benson or most any other of the "minor" candidates made it to the run-off there would be such an up-swell of public support that she/he would trounce any of the high dollar candidates. People are running for the exits too quickly. Stand your ground S-T. We've beaten Goliath before.

    Krekorian must be stopped. He is a budget-destroying Socialist who has helped to put the State of California in the tragic situation of near-collapse that it is now facing.
